App building tools

Is it required to use the Microsoft Teams Toolkit to build the app?

How about apps that are created in the Power Platform through the "Add to Teams" action? Or Teams apps that are developed using the SharePoint Framework?

    To be more specific, I was thinking about apps built with the new built-in Power Platform capabilities. See the paragraph about "Seamless discovery and distribution" here:

    I followed up and Power Apps are not part of the same program so they won't be accepted as hackathon submissions this time.

    So I have one more question after watching a M365 Conf session: are solutions built using the SharePoint Framework (targeting both SharePoint and Teams) accepted?
